Before you become a preacher or an elder, you need to be a disciple.
The emphasis of the Bible is on teaching.
... not moved away from the hope of the gospel which you heard,

God has made the provision for the subject matter.
Hold fast the pattern of sound words which you have heard from me,
in faith and love which are in Christ Jesus. ~ 2nd Timothy 1:13
All Scripture is given by inspiration of God, and is profitable for doctrine,
for reproof, for correction, for instruction, ... ~ 2nd Timothy 3:16-17
It is God that has inspired all of these words.

What should be the focus?

Primarily it is to preach among the local individuals.

Called for Structure for the church of Christ:

All congregations have their beginning.

└─> There is an obligation to do this.

If the congregation becomes large enough,
other parts of the city (including other cities) should be taught.
The message is turn to the true God

The essence of a congregation comes down to teaching.

Some indeed preach Christ even from envy and strife,

Do we choose mortal opinion over divine scripture?
Do we teach Godís word, His plan, or mortal arrogance?
We are all here to humble ourselves, not others.
The words of the LORD are pure words ...
You shall preserve them from this generation forever. ~ Psalm 12:6-7
It is Christ's church in which we serve.
